Fortifications are defenses against siege

[MENTION=62738]trainer_ebony[/MENTION]; you train magikarp in your ports, not in the Muster halls. Also, you have to build a Blacksmith's booth before getting a shop.

[MENTION=62962]Kyouhei[/MENTION]; you already have a Dock in Cherrygrove. You can upgrade it if you want. And yes you have labs in both cities
