I like Pops. His Naivety is hilarious.
Out of the main characters, probably Rigby or Benson. Out of every character to appear on the show, I'd have to say Party Pete.

Benson, because all the times he "drops his gumballs" makes me laugh. And he was awesome in the Stick Hockey episode. 2nd would be Mordecai.
