Plenty of areas are like that; it's also pretty damn beyond GameFreak to go and make a bunch of unused data maps showing undressing bitches just for the sake of giving an easter egg to 'em hackers.

When I played the game as a kid (I was ten then, and wasn't cheating on the web) I thought there was some gateway to another region behind that maid.
