Buoysel contacted only PichuBoy during JCA Mafia 2 and that too very early on. So it couldn't be due to roles and stuff. It had to be...something else. :3
Not only that, but their roles were canonically related.
In their VMs they sang/quoted Adele to each other. ADELE.
Buoysel. promised me that he would proclaim his love for PB with every phase update if I subbed in his game
In the DH mafia Buoysel. linked himself to PichuBoy quite early. I think that shows how much those two rely on each other. It's cute.
I've seen them sing Adele together through AIM.

From PB's and Buoysel's PMs with each other during JCA Mafia 2: AFTER ALL, WE'RE A TEAM NOW. When there was nothing to prove they were of the same alliance? So they consider themselves to be a team anyway. Aww. :3
Both died on the same day of Club Penguin mafia. Coincidence? I think not.
