Yeah, it is never said when precisely the Hoenn games take place, so it is probable that it can take place with Black and White. If it does turn out that it happens at the same time as FireRed LeafGreen, well it will not be the first time that time travel is used for a trade.

• Night/Day
• Emerald Battle Frontier
• Refined GTS
• Trainer rematches like those in the original RSE (No Vs. Seeker please)
• Contest Halls set up like in Ruby and Saphirre, but have the actual contests updated
• A new Pokéathlon type feature (but not Musicals)
• Secret Bases (overworld bases like in RSE but also have something like the Underground in DPPt)
• Something similar to the Entralink, but less limiting as far as interaction with the other player
• Improved PokéNav
• GB sounds feature
• Both Team Aqua and Magma involved in plot like in Emerald (or a completely new plot
• More trainer and gym rematches
• More post-game content
• Berry growing like in RSE
• Safari Zone

I don't think an R/S remake is possible. I mean, you'd have to Pal Park your Pokemon from Hoenn to Sinnoh or Kanto, then transfer them back to Hoenn. That'd just lead you back to start.

In Generation II? Yes. After Gen II? No. But still you can trade/transfer through time and there's no problem with it. In my aforementiones example, you transfer to 3 years in the future (FRLG's Kanto to HGSS's Kanto) and no one says a thing about it, proving that transfering through time is not a matter anymore. Therefore, I see no problem in transfering Pokémon from Gen III to teh future in Gen IV and then back in time to GenIII's remakes. No one would say a thing in-game, and if they say, it would be just a "hey! Isn't it cool? You can transfer Pokémon through time!".

Ah, hate to be a bit of a stickler, but having Ruby/Sapphire remakes happening at the same time as the originals would screw up the timeline.
The timeline's generally accepted to be:
> Events of RSE/FRLG
> Events of DPPt/HGSS
> Events of BW
In this timeline, the "National Pokedex" has a 'discovery order' for the Pokemon:
> First 386 Pokemon discovered pre-RSE FRLG
>Events of RSEFRLG
> Another 107 Pokemon discovered in Sinnoh for a total of 493
>Events of DPPtHGSS
> Another 156 Pokemon discovered in Unova for a total of 649
Events of BW
Having the RSE remakes be contemporary with FRLG would make no sense; if a "new" Pokemon was sent back in time to FRLG era, surely one of the professors would update the Pokedex to include these new Pokemon? This would imply that Gen V Pokemon should've already been recorded by at least the DPPt era.
IMO, this makes a RS remake impossible unless it were a "sequel", set in Hoenn during the BW era or later.

You said it: accepted, not confirmed. Plus, we have said ad nauseam (c'mon! It just one post above yours!) that Gen II has proven that, even if they're not simultaneous, they can be trade-compatible, be it via a Time Capsule (ala GSC) or just ignoring the time issue and spoof it as a normal trade (ala Colosseum-RSE/FRLG-XD) and it won't affect gameplay. Don't be so narrowminded.
ERROR!! Ever since Gen III the "discovery order" of the National Dex was scrapped. If it was like that, the NatDex would have changed to "GenI-->Gen III--> Gen II" starting in Emerald since it is "supposed" that FRLG and RSE happen at the same time but before Gen II, therefore making all the Johto Pokémon (discovered later according to your own post) the last in the Dex, which didn't happen. If remakes happen, the National Dex would be the same that we have in BW, just like the National Dex in FRLG and RSE were unaffected by the alleged timeline.
I just said it, but I'll repeat it since you seem to not get it: GSC proved that you can trade Pokémon back in time with no problem, thus if RSE remakes happen, there's two possible scenarios:IMO, this makes a RS remake impossible if the timeline is to be maintained...
1. If indeed RSE are contemporary with FRLG (something that hasn't even been confirmed for a start, but let's take it, since is the accepted theory) they can pull a Time Capsule again. It's been done and it can be done again.
2. Since there is no official confirmation that RSE are set in FRLG's time, they can indeed place the remakes concurrent with BW and then FINALLY giving them a place in the timeline.
With these logical and even obvious solutions, I don't see the big deal of the timeline making it "impossible" not only to trade, but to even make such remakes.

I don't think so. As someone else said before me, to have them on the 3DS they'd have to start the games from scratch due to different engines, so if they wanna make them in Gen V, it'll have to be built on Gen V's engine which is for the DS. Unless they skip thise Gen and release the remakes during Gen VI, then it would be best to have them on the 3DS.
