No, the only DW Torchics available currently are ones distributed by Nintendo at a past event. Since all of said Torchic were Female, it's not possible to breed them for more (as only the males pass down DW abilities).

No again, sorry. It is not possible to catch Reshiram shiny, ever, without use of a hack. And even if I did have a shiny one, it wouldn't be in a Pokeball. Sorry. Also, I do not know of anyone with one, nor any hackers who have hacked one. However, if you posted in the Hacked Pokemon section of the trade center, you could probably get it there with little trouble.
