EDIT: Poliwhirl does not learn Hydro Pump until level 48, and Mub Bomb until level 53. Poliwag cannot be bread with those moves, and it doesn't learn them until level 38 and 41 respectively. http://bulbapedia.bulbagarden.net/wiki/Poliwag_%28Pok%C3%A9mon%29 So I'm unable to do that part of your request.
