You can build any Stage 1 buildings (i.e. Cooper's Booth, Muster Hall). You can also upgrade any of your current facilities.

Governmental Buildings allow Tax Control, Repression and the recruiting of Grade I infantry units

Industrial Buildings bring in income, lower unemployment and allow added bonuses to units recruited in that area

Military Buildings allow the building of units

Waterside buildings allow the buidling of marine units and trading

Entertainment buildings increase happiness and have a small income

Fortifications are defenses against siege

Research Buildings allow research into TMs and the like

A Tanner's Booth in Cinnabar Island 100

A Tax Collector's Booth in Celadon City 100

Farmer's Cottages in every city that I own: 8x250=2000

And a Muster Hall in Cerulean City: 250

Then just build the Pokemon Fossil Centre in Oreburgh

@SageGaga; Yes, there is a use of multiple booths. Basically each booth has a bonus on the region or the units trained there. And there is no sarcasm.

@trainer_ebony; you train magikarp in your ports, not in the Muster halls. Also, you have to build a Blacksmith's booth before getting a shop.

@Kyouhei; you already have a Dock in Cherrygrove. You can upgrade it if you want. And yes you have labs in both cities
