The only time I read it (or at least glance it over) is when I have to pay for an account or something. On other occasions, I might read it if it's extra small.
It depends on the length of the T&C and what they're for exactly. It tends to be a 'no' more often than not though.
Like others have mentioned, after watching the HUMANCENTiPAD episode of South Park I did go through the iTunes agreement the next time it popped up on my screen. I did this, but I can't honestly remember much of it, so I guess it was a wasted effort. xD
