And I think the reason why they brought back Rattata in BW2 is because of Youngster Joey in HG/SS.

Yeah but he's not in BW2. No, personally I think the reason they're in is because of the Castelia Sewers (where they're found). You can't have sewers without rats now, can you? Plus Grimer and Ratata have already both been featured in sewers once before, namely those in Pokémon Ranger.
