She would have to become a good trainer first, wouldn't she? You know, she's not quite there yet.
She would have to be one in the games first. FR/LG once said she idolizes Lorelei, and we have had a Water-centric Champion in one region. I don't think they'll do that to her. The furthest we can see her is in the second gen and their remakes, where she is older, but still the gym leader of Cerulean. (she had this kind of look for the teaser of the first movie)

You could change that statement and say that for any character who shows interest in water types.Assuming that she becomes a master water pokemon trainer.
Isn't Misty the second weakest Gym leader of Kanto? All the other Kanto Gym leaders are much stronger than her.

One day, yeah, the same day Ash becomes a Pokemon Master, they've both got yeaaaaars to go.

No one has managed to be an elite four member in the anime who was preveously A gym Leader yet, so probably not.
The key word being 'likely' meaning probably meaning its just a guess that can never be proven ocrrect or wrong.

In the anime the Gym leader's have never said the next one will be stronger. It is only in the game, People just asume the she is the second weakest Gym Laeder because of the games.
There is no order in the anime either, Ash just goas to wich ever gym is closest.
