I'm not sure... but I don't think it's either of the two mentioned so far

Gyarados: Misty, Clair and Wake... who's the fourth? I don't think Juan had one and I'm pretty sure none of the Orange Leaders had it either

I'm pretty sure another Gym leader had a Gyarados but didn't use it in battle, it was in the background of one of the Orange Gyms.

Scratch that it is Juan. He did a water display before the Gym battle and a Gyarados was there.

So Misty, Wake, Claire and Juan had Gyarados.

No one's got the right answer yet. Juan never had a gyarados

I can't think of any other Pokemon owned by 4 Gym leaders besides Geodude and maybe Gyarados. Are you sure you're correct?

Are you sure you're not mistaking stuff like Machop/Machoke, or Kadabra/Alakazam? Because some Gym leaders have one of those forms but not the other.

Is it Gengar?

If E4 is counted and Drake too,
Gengar: Morty, Drake, Fantina and Agatha.

Well I would disagree on Agatha being considered a gym leader but since she was temporarily in charge of the Viridian Gym that could work. Drake is actually being called a gym leader in the episode where he battles Ash... I think Gengar's the right answer, but let's wait for confirmation.

I dont count Agatha being a Gym Leader since her main title is E4 and correct me if I'm wrong but wasnt Drake considered more than a regular Gym Leader in the original.

I've just look through the bio's of all the Gym leaders, there's nothing else that fits your question.
