Look, I'll give an example (actually, this is my point of view, i can't get any source in the internet about this grammar issue):

Mom: Had you done your homework?
Son: No, I am doing it now.

The homework is not done, thus the answer is no.

There are some question asked that whether an event happened, the same rules applies I think.
The event is happening but not happened, so... think again :P
