Of the TPCi dub, for me, DP Trio had the worst dialogue. If I really had to choose just one, though, Meowth.
As for 4Kids dub, idk. I'm sure some COTDs had a bad line or two, but none come to mind at the moment.

TPCi = Ash AND TRio (DP dub).
The dub switch doesn't exactly help you like Ash more with his very different, deeper voice (in fact, I despised his dub voice during this era, it's just not right to me coming out of a 10 year old...thank the lord Sarah started making her voice lighter, and it's really helped her improve her performance dramatically in BW, IMO). Combining it with this kindergarten-esque dialogue "I got me x!," or dropping g's, "Remember, my mom's watchin'!," or "You were gonna do TOO!," "'em," "This kid reminds me of me!," various other incredibly stupid lines, almost as if he's talking down to children, and you get a pretty frustrating character to deal with. No matter how mature he is, I can't take him that way if he sounds brick stupid when he talks this way. Sure, OS Ash was immature, but he was likeable and I felt his 4Kids dialogue complemented that nicely (it also did so in AG for a supposedly more mature Ash). DP's Ash dialogue, on the other hand, makes him feel more immature and idiotic when he's supposed to be a supposedly more mature, wisened figure.
TRio...I don't even think I need to explain. While their TPCi dub voices are, frankly, easily the better sound-alikes of the current voice crew, and are really the easiest to adjust to, IMO, their dialogue is HORRID in DP. Every other line there's a lame pun or alliteration, "Dig it! Jack," "Primo Pokemon!," and various other alliterations that are out-of-place and plain annoying. Don't get me wrong, I still like them more than the twerps, but DP manages to make them so unlikeable. They DO have their moments, though. I do genuinely crack a smile sometimes.
I would have to agree Meowth's dialogue bothers me the most, but I have the most trouble with his TPCi dub voice of the three as well, so that also makes him more annoying in my book.
4Kids = James (early-mid AG's dub).
For some reason, 4Kids decided to exaggerate James' homosexual tendencies to unbelievable levels, and he could get really irritating in Seasons 6 and 7. Sure, I was laughing like a hyena at some of the stuff James did here, but he sounds way too gay sometimes and the dialogue reflects that several times in early to mid AG. Thankfully, both Eric Stuart and the dialogue/script writer stopped doing that in Season 8, and James' voice by Eric Stuart returned to his normal, funny, not-homosexual-esque self.
COTDs and other minor characters in both dubs and in the original JPN version are annoying, but I don't think anyone really cares for them, so it's negligible at best to worry about them.

Aside from PUSA-dubbed Team Rocket, probably Misty in Johto.
I blame Rachael Lilis for this (not sure if it were different in Japanese), but she started voicing Misty with a calmer and slower voice, almost like Misty was sleepwalking in the episodes. The lines the writers gave her at the time was just usual random observation comments, so that coupled with Rachael Lililis "sleepy" tone she gave Misty, its no wonder why her character felt dulled in that saga.
It wasn't "bad" dialogue, it was just, "bland." Thankfully when AG rolled around Misty was written better and she became likeable.

Out of JJM, I vote Jessie for her "I told you to buy BREAD!" quote, as well as all her Contest dialogue (some of them were just off the top...)
The characters with the worst dialogue would be the Team Rocket Trio, particularly the DP trio because it was so cheesy and annoying whenever any of them talked.
I also find that Cilan's and Brock's dialogue got a little annoying.

As far as 4Kids go i can't really think of anyone at moment. At least not when it comes to main characters with original VAs doing pretty good job at conveying character emotions and personalities in conceivable and natural manner not feeling forced or cliched.
Cal me biased but aside from few minor nitpicks i have not much to complain at least when it comes to protagonists.
However with TPCI dub its different story though. There are few candidates and in BF top contenders would probably be Ash who sounded more like girl lacking his charm and charisma of naive impulsive kid, Brock who sounded like 40 year old die heard smoker at times and May wasn't that great either sounding more spontaneous and easy to relate to through way Veronica voiced her.
Granted new VAs vastly improved later on(especially wioth BW imo) but still i can understand people disappointment and complaining at start being chore to sit some of this voices through when PUSA started out.
Anyhow if i would have to choose just one, it would probably be Team Rocket in DP. Most of their jokes were lame, there were no witty puns, that shtick and lively dialogue between characters trying hard to be funny but failing at it. Thankfully i had opportunity to watch some of DP episodes in Japanese and i noticed notable difference with lines and interactions feeling more natural and humorous.
Can't say i noticed that. Misty still seemed highly energetic and full of flare as character in her interactions with Ash, Brock or various characters they met such as Sakura.
Perhaps she sounded abit calmer but that was more sign of maturity writers took character through, not having much to do with voice actor.And it was never to the point of character feeling dull to me still sounding as being full of life whenever having chance to shine and portray qualities showing that flamboyance and tough attitude in her dynamic with others. Imo Rachael Lillis was able to portray Misty tomboyish personality in excellent way adding emotion and depth to character dialogue. She reflected well Misty development and maturity through she went in Johto, chronicles and AG too, making character sound believable and easy to relate too.
But i guess we all have different opinions on someone quality and how well he performs voice for certain character.

Off the top of my head i'd say Kenny in DP. From the sound of his voice to the way he delivered his lines. I found him dull and cliche and just plain annoying.
