    Palpitoad I think, because Oshawott is too inconsistent. While Palpitoad had way to little screentime and has been portrayed as a mediocre battler (winning some and losing some battles, all not very spectacular battles), Oshawott is just... weird. One episode he comes off as very strong and able to take stronger opponents, in another episode, like the Cheren one, he acts like a total nitwit, easily defeated by a Herdier due to his own faults.

    And looking at their current movesets, I think Palpitoad has the advantage too.

    Well okay, I should've used different words. At least he was shown to be relatively good in some episodes, being able to take stronger opponents, be it evolved Pokémon or Pokémon with a type advantage.

    One episode. The only episode he won a battle without BS was against Krokorok.
    I'm not saying in any way Oshawott is strong overall (I said, "In one episode it appears strong" (not meaning one particular episode, but certain episodes in which he won battles), but overall, I'd say Oshawott is one of Ash's weaker Pokémon). He has been shown to be able to win battles, yet lose in a ridiculous way in others. Writers' fault, they know Oshawott is popular and try to use this by making it do "funny things", yet they also know Oshawott needs to win some battles too, to be "believable".
