If I'm not mistaken, Lostlorn Forest is the earliest you can get them. I got two of the three fairly quickly via rustling grass there.

I haven't gotten to Lostlorn Forest yet.

And by the time you get to Lostlorn many better (but less adorable) grass, fire and water type Pokemon would have been available freely.

Though, there is a lack of water types for the first few gyms. At least it seems that way to me.
