EDIT: my College Success class is 10AM to 10:50AM and my Intro to Computer Science is at 5PM to 6:45PM so I got tons of time

says that Tora from Megaman Battle Network 3 is from Sootopolis City which as you know is in the region from Pokemon Emerald version...I don't get that...

well i wouldn't say that this is strange considering that other games have been crossreferenced

here is an example: Samus Aran - Super Mario Wiki, the Mario encyclopedia

I guess it's slightly less normal if a non-first/second party developer like Capcom references Nintendo characters.
But not by much :P

Yea, I was thinking on what I saw in the Megaman Battle Network games and perhaps you can add the one references to the
"References in non-Pokémon games"

also I wanted to put that I was just joking about Tora being from Sootopolis city but Tora in game did say that he was from "Swapopolis" which sound alot like Sootopolis City
