It's illegal because a DW Salamence doesn't have access to Outrage via level up, egg moves, and move tutors.

It can get Outrage from the Dream World, though, it just cant be bred to another Bagon though.

Yes, its a Dream World exclusive move. I think you probably have to score really high on the minigame to get the move. I doubt I'll ever be able to get one.

I think so, Im pretty sure. I think I only have one Pokemon with a special move, Spinda with Superpower.
