In my book, panhandlers are ranked thusly: That guy I met once asking for donations to help him start a business (because he'll then create jobs people sorely need), which he had obviously thought a lot about>street performers/water vendors/anyone else trying to do something that somehow contributes to society>people who just sit there doing nothing waiting for handouts>anyone who looks/smells like substance abuse.
