I don't think anything would happen really. Ludicolo can already potentially get 25% of its health back in one turn with Leech Seed, Rain Dish and Lefties. It won't want to give up Toxic or an attacking move either.

What if Wigglytuff get Adaptability? (I really can't find another way to improve this Pokemon, other than changing it entirely to another Pokemon)
Sudowoodo getting Head Smash is not that great but it atleast improve it a bit as it have Rock Head.
Thinking to improve Sunflora totally resulted in a fail. (Not even Speed Boost will help its lousy Speed)
Giving Milotic Thunderbolt and giving Ampharos Surf is my dream :P

I think the best way to improve Wigglytuff would be No Guard, as perfectly accurate Sing, Thunder and Blizzard would give it something more than just bigger Wishes over Clefable.

What if Hitmontop or some other Fighting types got Contrary? Every Close Combat would give it a boost to both defenses or every Super Power would give it a free Bulk Up, or every Hammer Arm would give a speed boost. Would they be the new dominant force, or still countered by Skarm/Gliscor/Donphan? I could easily see Ghost types rising in usage even more so with immunity to boosting move and w-o-w.

Skarm and Donphan would not be considered counters anymore, but Gliscor usage would spike up. They still have a Spinda Issue, in that some of the fighting types (I'm assuming you aren't referring to any OU fighting types), aren't the best to begin with, and alot of them have other abilities that they would still like to use. There is also the fact that the boost doesn't happen if the move does not hit, so you are right in that Ghosts would ruin their day mainly because a lot of them don't have many good Ghost or Dark types moves to use to hit Ghosts with.

I still think Skarm and Donphan will always be helpful. At the very least, they can tank hits and phase them out. Gliscor might not since a lot of Fighting types have been granted Ice Punch now. No, I had things like Sawk/Throh/Hitmontons/Machamp in mind, although the last two have pretty good abilities as it is. I could see things like Cofagrigus and Sableye getting a rise in usage since they can w-o-w without fear of Guts, and Mummy is a great asset in Cofagrigus' case.

I really wish Weavile could get Moxie instead of Pickpocket. I think that would be pretty awesome!

Moxie, Technician or Sheer Force would have really helped Weavile.

Weavile would be utterly amazing if it weren't shafted on two critical factors: Abilities (Pressure and Pickpocket are pretty much useless) and Base Power (its move powerful move's Low Kick, and only against certain opponents).

Thats because they though it would be cool if everyone had to go and breed Ice Punch on to it... That was the only great Ice attack you could get with power besides Priorty Ice Shard

In-Game, not that useful as it learns Thief.

It wouldn't the most useful thing around, as it doesn't make anything worse or better for Electivire.
