Yes it does and the bulky set is generally better than the scarf one.
Well, aside from the obvious suggestion of Kyurem-B with something resembling a physical movepool...
What about if Mienshao or Lucario or an equally powerful Fighting-type got Dragon Dance? Lucario would love that speed boost especially I think.
I still think that on Lucario most people would opt for swords Dance since you have an incredibly powerful priority in Extremespeed and Lucario really needs it to beat common counters (Breloom). Dragon Dance would have the nice benefit of not being revenged by non scarfed Terrakion though as well as stopping revenges from stiff like scarf tar. Mienshao is just too frail to run a boosting more of any kind.
I'd never say any mon is too frail to use a setup move, it just needs to come in on something they scare out (Mienshao comes in on Blissey/Chansey for example) and they have a free turn to set up. That said, Mienshao has another problem with DD anyway, that being setup's wonderful synergy with Regenerator. I was just after another example in a pinch.

I think it would still struggle. It is weak to key priority types and is also painfully frail to the point of entirely useless against oh so common rain teams.
It think it'd find more use in Swords Dance (if it doesn't have it already) since there's almost nothing that outspeeds it anyway, it doesn't needthe speed boost. Head Smash would be pretty nifty though.
How about if Shuckle got Trick Room, it would make Power Trick viable once phys priority is removed, plus it would still be bulky as f**k on the special side.
There's the issue of prediction as well. If something comes in on my Blissey that I know is a set-up sweeper, and I know that they come in on Blissey expecting to set up, I'll throw a Toxic on it, and with Toxic damage racking up over a couple of turns, I doubt it would withstand a hit from common priority users like Breloom.
@Plumbum; As it would take two turns to set up they could switch in their check and remove it pretty quickly.
What if Milotic had Prankster and Gardevoir had Regenerator?
Gardevoir would still be pretty poor because of its typing and stats (outclassed by Slowbro/king) whilst Milotic would benefit from it too much (other than priority Toxic and priority sub for stalling I guess).
