Yes, but it doesn't have enough speed to do anything with it, at the very least, in OU.
It doesn't need the speed, but it would appreciate the power.

What if Durant actually got Earthquake? It would give it a substitute for the competitively unviable dig, and better coverage over the ubiquitous fire types. It might even give it a suitable place on teams in place of Scizor.

Scizor is used completely different, but EQ would be welcome one the Hone Claws sets definitely. Although, its coverage isn't really that bad without it.

I was reading on Smogon about a Subway Poliwrath that had Water Absorb with Belly Drum and it kept on getting with Surf. It just struck me as a stunning strategy and figured there must be other who could abuse it but there doesn't seem to be. Seems like it could be something that a couple of other types (not necessarily water with the right ability and move) would benefit from.

Using two Pokemon with Volt Absorb/Motor Drive and spamming Discharge works, or two Water Absorb/Dry Skin spamming Surf is kind of similar. Lickilicky with Wish and Belly Drum is kind of similar too.

A very common thing that happened this VGC's, was that Kingdra and Ludicolo would carry Absorb Bulb on them to get the boost from their teammates.

If it had either one...
Magic Guard would undoubtedly be a huge boon for Blissey, shutting out Toxic, entry hazards, and Sandstorm/Hail, leaving its Leftovers recovery (and recovery in general) untouched. Plus, if it were poisoned or burned, it would use those harmless conditions as a pseudo-immunity to sleep!
As for Rough Skin, well, Blissey's pretty strongly averse to the idea of taking physical hits anyway, so it would definitely prefer its own Natural Cure.

Let's say for the sake of argument that Blastoise got Slack Off. How would that move affect his tier placement?
Would he begin competing for a spot with Milotic? Or would his bulk, ability to heal in the rain, and access to reliable recovery make him a more reliable spinner in OU than Starmie? Or would it be completely useless on him and he'd remain the same as he always was?

I think Blastoise would become a very, very annoyingly stubborn spinner; unless something crazy happens, it's pretty much guaranteed to keep those hazards off the field. I don't think it would really compete all that much with Milotic; after all, the latter doesn't have Rapid Spin. XD

Would it be enough to make it into OU? Considering it's not U-Turn or Pursuit bait like Starmie, has Rain Dish for Rain Teams, and actual bulk.
And now for something completely different:
What if Ninetales became part Ghost, as per its lore indicates it should? How would that affect her overall battle performance? She could become her own spin blocker for one, not to mention that immunity to Fighting and Normal type moves would afford her more chances to switch in. On the flip side, she'd become Pursuit bait for T-Tar (as if she didn't have enough trouble with him already,) which would be bad.
