I've been using a Mantine in one of my recent in-game playthroughs, and I can't help but wonder what he would have been like if he'd gotten some actual support moves. Like say, Whirlwind, Roost, Heal Bell and Dual Screens. I reckon he could make a nice alternative to Slowking in RU, especially with all the Escavalier now running around out there, which makes the old Tangrowth/Slowking cores a bit of a liability. Being one of the few bulky waters that can beat down Sceptile would be more of a perk with the ability to Roost off the damage. Being able to take anything Nasty Room Cofagrigus can throw at it, and PHaze it out is quite a boon too.

Speed Boost Pikachu: It'd be a big improvement, but priority moves would still murder its frail body. It would also be KO'd by anything it can't OHKO.
Speed Boost Salamence: I'm already quaking in my boots at the thought of such a beast!
Mantine: Roost and Whirlwind would certainly be nice for him. I like Mantine, wish he got some more love.
Metagross: He already has Hammer Arm, which I think is better for him as he's quite slow anyway and Close Combat reduces his bulk. It might be good on an Agility set to counter Steel types running Air Balloon. Flare Blitz would stop Skarmory from walling him but make it even easier for Heatran.

What about Speed Boost Feraligatr?

You get the point. Almost anything with Speed Boost is gonna be awesome. Speed Boost is just that good.
Speaking of which, what about Speed Boost Dragonite?

I'm sure Speed Boost would be awesome on offensive Dragonite, but a Dragonite more focused on bulk would stick with its already-amazing Multiscale, no doubt.

Unburden Omaster sounds like a good idea.
Just add bulk and SP Atk then you have nothing to worry about.
Shell Smash-->Use up White Herb-->Unburden activate-->4* Speed in one turn
Giving Butterfree Air Slash and Focus Blast should redeem this poor Pokemon.
Compoundeyes-->Perfect Accuracy for Air Slash and Focus Blast-->Have access to Quiver Dance

I'm not sure Omastar needs the extra speed from Unburden, although he IS pretty slow.
Air Slash isn't that good a move, even STAB'd and with perfect accuracy. Focus Blast would be pretty cool, but base 80 special attack means it won't be hitting very hard with it.

Thats why I say you don't need speed EV for Omaster, just HP and SP Atk, so that you can be fast and bulky at the same time. (You can even use a Speed hindering Natural in this case)
Yeah, Butterfree is too weak, but I still hope to improve it some how, it is the Gen 1 bug anyway :P

Yes i know speed boost is an uber ability in and of itself. I know some would be banned to ubers if they got speed boost like Blaziken. The point i was trying to get is that if Salamence
actually had it or even Garchomp did, they would undoubtebly be far from ever coming back down to OU. Especially Salamence with his amasing mixed sweeping ability that far outclasses Blaziken's mixed sweeping ability. Garchomp would be even more game breaking if it received it but man, Salamence would be outright uncounterable if it received Speed Boost.
At this point we might as well state which ability+pokemon combo we wouldn't, as competitive players not want to see in the future.

Mach Punch is the only move I know of that is considerably effected.
