No. The only way to keep Mean Look in play as the user switches out is to use Baton Pass.

If a pokemon uses Protect or Dig/Fly/etc while its opponent uses Perish Song, is it still affected?

Protect does not protect the user from:

* Acupressure
* Curse (used by a Ghost-type)
* Doom Desire
* Future Sight
* Imprison
* Perish Song
* Psych Up
* Role Play
* Transform

Therefore Im guessing the same is true for fly and dig, though I am not 100% sure

Yes, a Pokémon can die to Perish Song if it used one of those moves.

I have a Jolly Staraptor EV'd just like the set on Smogon, should I make it Choice Scarfed or banded? It has a positive nature for speed, but it also only has an 8 in Speed IV.

Well if You've EV trained it like the set then you should Choice Band it since thats what its good for!

With the Scarf the speed is 454

So without the Scarf it will still outspeed plenty of non-scarfed Pokemon.

After using Substitute, when my Lv100 Mismagius with 260 HP recovers health from Leftovers four times, it's HP is 259/260. Does this mean I can Substitute 4 times and be left with 1 HP (not factoring in weather or other residual damage)?

subs are based on max hp so the longer they last the more subs you can pull off but with leftovbers you wont have 1 hp for long (if you do manage to get 1 hp)

How do you know if a lvl 1 Pokemon (just hatched out of an egg, and assuming it has the correct nature) has good starting stats?
For example I've done some breeding with a Bulbasaur, and now have 2 bulbasaurs with the nature that I want. However their stats are different and I'm wondering if it really makes a difference which one I pick?

have an iv battle with someone over wifi (i can do this cuase i have some elekids i wanna test)

If I can't connect to wifi anytime soon, is there another way to find out their IV's before I level them up? I know if they're at 100 you can very easily calculate them, but is there anyway to tell at lvl 1?
