If a pokemon uses Protect or Dig/Fly/etc while its opponent uses Perish Song, is it still affected?

I have a Jolly Staraptor EV'd just like the set on Smogon, should I make it Choice Scarfed or banded? It has a positive nature for speed, but it also only has an 8 in Speed IV.
Well if You've EV trained it like the set then you should Choice Band it since thats what its good for!

Without the Scarf his speed is 303
With the Scarf the speed is 454
So without the Scarf it will still outspeed plenty of non-scarfed Pokemon.

How do you know if a lvl 1 Pokemon (just hatched out of an egg, and assuming it has the correct nature) has good starting stats?
For example I've done some breeding with a Bulbasaur, and now have 2 bulbasaurs with the nature that I want. However their stats are different and I'm wondering if it really makes a difference which one I pick?

If I can't connect to wifi anytime soon, is there another way to find out their IV's before I level them up? I know if they're at 100 you can very easily calculate them, but is there anyway to tell at lvl 1?
