Have I raised my Volcarona's Sp. Atk too high, and that's why I can't get it's def to rise?

Clowncrete is right, Volcarona's defense isn't worth trying to boost, but I just thought I'd point out that in order for us to tell you its Effort Values, you would also need to tell us your Volcarona's IVs and Nature.

3 questions i am thinking of building a team just purely on electric pokemon any suggestion? so far i come up with electivre,electross(eel), jolteon, note no legendary pokemon. as for jolteon i dont know if i should get a dw jolteon or volt absorb?

Clowncrete is right, Volcarona's defense isn't worth trying to boost, but I just thought I'd point out that in order for us to tell you its Effort Values, you would also need to tell us your Volcarona's IVs and Nature.

I don't know it's IV's, but its nature is Modest. I'll try an IV calculator.

Why any form except Mow? I would say Rotom-fridge and Rotom-Fan form are worse and should never be used. On the contrary, Rotom-Mow form is a great counter to stuff like Rotom-W. And what do you Quick feet is effective? Quick feet is completely useless over Jolteon.

Since the opponent will get the macho brace/ power item by tricking, it will cut his speed. The same cannot be said for flinging however since the opponent doesn't exactly get the item.

Wouldn't it be better to use Bronzong with Heatproof since most players would naturally think it to have Levitate and thus would not risk using Earthquake?
Then you would have more protection against Fire-attacks and still keep that Ground-immunity (unless the other player actually uses a Ground-move).

Just wondering, I might be missing something though...?

It could work sometimes, but it's a little too situational to be reliable. Once your opponent finds out that you have Heatproof, they'll destroy you with their powerful Earthquake user later in the match.

While you are right about the fire moves thing, there are 2 reasons why one shouldn't use Heatproof:
1) Levitate Bronzong is a decent Excadrill counter.
2) Spikes as Angad said.
