What would be a good moveset for a conkeldurr with an ev spread of 252hp, 100 defense, 152 Spdefense, and 4 attack? I was thinking something along the lines of drain punch, protect, payback and I can't decide on the forth move. If anyone could give me a suggestion on the fourth move or any other move suggestions to replace previous moves I would really appreciate it.

If you plan on running a defensive Conkelldurr, you should really just go with 252hp, 4attack and 252 special defense. This is because you can give it bulk up to boost both attack and defensive. With this set you should be running a careful nature along with flame orb and guts. Move-wise you should run bulk up, drain punch,mach punch(allowing you to annihilate hyper offense teams after just one boost) and stone edge(to catch Tornadus on the switch in). Protect is useless because it takes flame orb damage whilst payback loses to stone edge because of the rise is genie usage. The advantage of this set is that it allows you to better set up on bulky pokemon. For example, this conkelldurr is not even 4hko'd by a Vaporeon's Scald after rocks damage.

Well in competitive play Aggron sucks whilst Tyranitar sees usage because of its ability. So yes I guess.

This isn't a question for BST, it's very subjective. But Roark indeed has a Tyranitar.

It is true. Even if T-tar didn't have sand stream, I would say that he would still be better than Aggron.(but he would not necessarily be OU)

He'd probably secure a spot in OU as a Pursuit trapper, if nothing else.

Is it possible to run a Sun and Rain teams on the same team? For example:
Kyoger (Drizzle Setup Lead)
Lulicolo (Drizzle Defence Pokemon)
(Drizzle Offence Pokemon)
Groudon (Drought Setup Lead)
(Drought Defence Pokemon)
Blaziken (Drought Offence Pokemon)
I think it would be very good for Random Matchup on Pokemon White/Black. But I want to hear your opinion.

It's possible, just probably wouldn't be very good. Two different weathers can be a little counter-productive to say the least.

Especially two weathers that cancel each other out. I would think dual weather with sand and rain or rain and hail may be more conducive to working together?

On Random Battle it works ok, but there are far more effective random battle splits than weather (Because they cannot be paired together making you more predictable in team choice).
Is there a good mixed set for Lucario?
I want to make a mixed attacker Lucario but I can't seem to find any strategies for one. Mostly what I find are for Swords Dance physical sweepers, along with a few special and support sets. I was thinking the following:
Nature: Naive or Hasty
EVs: 132Atk 252Spe 124SpA
Item: Expert Belt or Life Orb
Moveset:
Close Combat (A Powerful STAB move for taking down special walls like Blissey)
Aura Sphere (Another Reliable STAB move for Physical walls and for when a direct hit is necessary)
Dark Pulse (A Dark Move helps with type coverage and has the bonus of possibly flinching the opponent)
ExtremeSpeed or Bullet Punch (For when an increased priority helps finish off the opponent. ExtremeSpeed has +2 priority over Bullet Punch's +1, But Bullet Punch gives STAB and can hit Ghost types)
Any thoughts, advice, or pointers would be appreciated. :)

Lucario does not hit hard enough to run as a viable mixed attacker. He is barely viable physically in the current metagame. You have far better choices.
