oops, I'm not entirely familiar with Smogon tiers. (I know that drizzle-swift swim is banned in anything except ubers and that all pokemon banned on random matchup are also considered ubers... that's pretty much it)
Starme with gemmed hydro pump for sun/sand teams and thunder for rain teams, we give it the fake stache.
This is a moustache-themed team and Probopass didn't immediately earn an unquestioned spot on the team? For shame. :-p
But seriously, Probopass might be a good addition, even for a hail team. For one thing, x4 Rock resist and ability to set up rocks of its own. It doesn't get Rapid Spin, but it can also spread around paralysis (which Abomasnow and Mienshao will particularly appreciate) and serve as a surprisingly durable wall on either side of the spectrum.
At this point, it seems more or less unanimous for a hail team, with Mamoswine and Abomasnow. This is a list of other Pokémon suggested, for reference'

EVs: 212 Atk / 200 SAtk / 96 Spd
Lonely Nature (+Atk, -Def)

We also had a few assorted suggestions, such as Specs Kingdra.
For the next few posts, everyone post what you think would be a good, specific set to run on a hail team. As a suggestion, a good place to start would be varied Abomasnow sets, since you really need that for a Hail Team, then go from there.
if we plan on any kind of offensive hail team my Aboma set is the best. The only dispute is Protect vs Blizzard and Protect is generally better.
For stall run subseed.
I prefer the Aboma set Thundagere posted. It will always outspeed and OHKO all Tyranitar running 4/0 or 156/0 defenses, except outsped and OHKO'd back by Scarf Tyranitar or if it has DD'd already. 252/0 takes 93.1-110.4% from Wood Hammer too, which is an OHKO practically always after Rocks or one turn of Hail damage.
It will always OHKO Politoed. Non-bulky Politoed outspeed but they can't do more than Toxic it though.
It will always OHKO Ninetales after Rocks. If it's running 4HP or less, which is the majority of the sets, it's OHKO'd without the need for Rocks. Ninetales will always outspeed though, but you could nail it on a switch since I can gaurantee people will switch Ninetales in on a predicted Protect/Grass move/Ice Shard/Blizzard.
Not to mention the surprising number of other Pokemon in OU it can OHKO.
As for Mamoswine, the standard set is really the best. Curse is an option, but not great.
If a hail team is an absolute, then I think a Rapid Spin Starmie should be considered. Stealth Rocks will really hurt a fair few mons on the team, and Starmie is one of the better Spinners. Its type works well with atleast the Abomasnow and Mamoswine that has been suggested, if you're still using a wildcard mon, that is.

We need a pokemon to deal with Volcarona, which can currently sweep our team.
Well Gyarados is probably the best Volcarona counter in the game and has a moustache. However, it probably won't benefit us much with regards to typing and certainly won't help with the hail. Tentacrual could be considered if we plan to run Toxic over Toxic Spikes (Though god that set is awful).
Running Rain Dish and Protect gives us some way to play in the rain too as well as freeing up the wildcard slot (Which should be Heatran).
