    Rate my Ninetails?
Ninetails/Ignis HP/257 Attack/147 Defense/176 Sp. Atk/235 Sp. Def/207 Speed/302 I maxed out it's EV's in Sp. Atk and Speed, it's a level 100 and has a Timid nature with Flash Fire ability. It's moveset is -Iron Tail -Overheat -Dig -Flamethrower. I've trained it in Gen III, and I'm going to migrate it to Gen V. Please rate and reccomdentations on improvements will be greatly appreciated.

Well if you got it in generation three then it doesn't have its hidden ability, Drought, which means it will be practically useless in the fifth generation.

^ Without Drought, Ninetales is a lot less useful in competitive play in Gen V. However, when you migrate it over, I recommend replacing Dig and Iron Tail with probably Extrasensory and Energy Ball. I would probably replace Overheat with either Fire Blast or Nasty Plot as well.

You see, I'm asking this so I can raise it right in order to prepare for the competitive battles like the Wi-Fi battles, VCG,the Battle Subway, and Pokemon World Tournament. Should I have the Milotic to be EV trained like this? Should I start EV train it as a Feebas first,or evolve it before that?

    252 HP/ 240 Def/ 16 Sp. Def

    Item: Leftovers
    Nature: Calm
    Ability: Marvel Scale
Characteristic: Any thing that would benefit its HP,Def,Speed,Sp.Atk. ,or Sp. Def.

    As for the moveset:

    Rest
Sleep Talk (Recommended) (after I receive BW2)
    Scald
    Dragon Tail

@Shego ; Looks good to me. If you wanted to avoid sleeping, you could run Recover and Toxic over Rest and Sleep Talk.

Having Recover and Toxic might be a great idea. But I thought about it just in case that Milotic gets poisoned, burned, frozen, paralyzed,or sleeping, Sleep Talk, and Rest will help. If Recover and Toxic happens to be the better option for Milotic, then I will run the EV like this 252 HP/ 252 Def/ 4 Sp. Atk with the Bold nature. But more importantly, should I start EV it as a Feebas first,or evolved before that? Because I want to EV train it right. Milotic can be a big help for the competitive battles.

    Scald
    Recover
    Ice Beam
    Toxic

If I were to EV train a Tyrantiar, and it has the Speed boosting nature like Timid. His ability is Sand Stream which can help Garchomp. And his characteristic is that he "Likes to thrash about", should I have him EV trained like this...?

    56 Atk / 252 Sp.Atk / 200 Speed

    Stealth Rock
    Crunch
    Fire Blast
    Ice Beam / Superpower

    or something else?

It doesn't matter when you EV train a Pokemon, whether it's first or last stage. EVs become more apparent the higher the level the Pokemon is.

And the Tyranitar set looks fine.

So its all right that I can start EV train it as a Milotic? You know, after I catch a Feebas, then evolve into a Milotic with Prism Scale, then start EV train it.

Yes, it's okay to start after evolving Feebas.

Ok. Thank you for the info. Now I have another I like to ask of you. Are the OU aka Overused-Tier pokemon have the best chance of winning the Wi-Fi battles,PWT,Battle Subways, and VGC battles? The Ubers pokemon are banned. They said that the Ubers pokemon are for those who don't have skills.

Generally, yes they are. But of course the Pokemon alone won't win everything for you; strategy and skill are important too.

I understand. Strategy and Skills are important too. Most important thing of all is teamwork. Is it the good idea of making the Sand Team? You know, as Tyranitar starts off with his Sand Stream ability.

How about this set for Tyranitar?

    Ability: Sand Stream
    EVs: 252 HP / 64 SpA / 192 SpD
    Stealth Rock
    Crunch
    Fire Blast
    Ice Beam / Superpower

or perhaps there's even the better one than that?

Yeah, Sand teams are quite effective. And it depends on what you want your Tyranitar to do for which set to use.

Well, for Tyranitar, mine have the Timid nature. Its characteristic is "Like to thrash about". According to the Judge Stat, it has the "Relatively Superior Overall". The thing is that I like to bring out the best in pokemon. And I like to have the Tyranitar have the balance stats and/or EVs.

The problem is the Timid nature brings down its' best and most crucial stat. I would suggest getting one with a better nature. For the moves you want, maybe Naive would be better?
