Sorry if this has already been asked but what does OU,UU,ect mean I know it means UnderUsed and OverUsed, Ubers and what not but what does that mean?

Um, If I'm trying to get a Competetive players perspective of trying to find out where a good place to put an Umbreon on my still developing team. and the EV's and whatnot... where should i post this. I knoow it's not the Battle Discussion Thread because i would need to post aa\ whole team in which i dont have it built yet.

You can go to either Standard Rules or Free Battle. I would also specify in the post or thread title that you're using the games.
But no idea how you're going to play competitively since they haven't been put into tiers.
