OU team in the making
Ok so here is the team. i already have starmie, garchomp and lucario so if i need to switch any guys out it would preferably not be those three. my only concern is that i have 2 water types and if i should replace milotic. the thing i like about this team is that there is at least one Pokemon from every generation. Ive put a lot of thought into this team but it still needs some improvement if you guys have any ways i can improve i would be very thankful.

A few things:
I really think you should replace Milotic. Although it's viable in OU in certain circumstances (Scald/Recover/Magic Coat or Dragon Tail/Dragon Tail or Toxic is one of my favorite sets), I feel that in the context of your team it doesn't really perform a helpful role. By the way, don't worry too much about stacking specific types in the future; as long as the two Pokemon perform different roles, then I think that you're fine. I'd worry more if you're carrying more than three Pokemon of a specific type if you're not running DragMag, but even then teams can be successful. Anyway, your Milotic doesn't seem to do much aside from, well, existing. I feel like you could use a Life Orb Latias in lieu of Milotic, which would give you a reliable Water resistance and a good answer to Sun teams. It also stops Rotom-W in its tracks, which is great because I don't know how you'd deal with it otherwise.

I prefer Psyshock/HP [Fire], but Latias is protean and you can use whatever suits you. Latias gives you a proper switch-in to Keldeo, too - pretty neat considering that Specs Keldeo has to do little more than spam Hydro Pump to break its way through your team (well, maybe Milotic stops it, but it's doing nothing to Keldeo in the attempt).
also, i'd recommend trying life orb over focus sash on lucario. focus sash is, simply put, a bad item on sd lucario, especially since your team doesn't make any provisions to keep stealth rock and/or spikes off the field (you don't have a magic bouncer or a rapid spinner). life orb gives lucario's hits that extra, very necessary bit of power to ohko certain threats after stealth rock. by the way, don't use zen headbutt on luke. it has literally no purpose or function (i don't mean to be rude, but i don't think you hit anything important with it). use either crunch, bullet punch, or ice punch in its place. i'd personally recommend either bullet punch or ice punch with your team.

i think you'd also really benefit from a second steel-type. lucario is extremely fragile and, while a good pokemon, isn't sturdy enough to withstand many attacks (cb scizor's bullet punch does like 40% iirc, and that's resisted). i'd highly recommend using a jirachi over sigilyph. you can use either a lure set or a physically defensive one to help you deal with terrakion slightly better. i'd recommend the lure set, personally:

it works expertly with the lucario + garchomp thing you have going, in my opinion. although i think you probably know what this set does, i'll explain it: jirachi fakes a choice item to lure in things like landorus-t, gliscor, skarmory, etc. and kills them with the respective move. if you want, you can run icy wind over hp [ice], which is weaker but has advantages, one of the most notable being that you now beat dugtrio if you haven't taken any prior damage. anyway, with landorus-t and skarmory out of the way - the two biggest obstacles to lucario and garchomp, respectively - they are now free to break holes in the opponent's team. however, if you're adamant about keeping the 'one-pokemon-from-each-generation-thing' going, i'd recommend using a yache berry landorus-t over jirachi. although it's considerably less effective at luring in skarmory and landorus-t, it gives you a better way of dealing with terrakion, which as of now can only be dealt with with clever prediction.
you could try rock polish | stone edge | earthquake | hidden power ice or swords dance @ yache, adamant 48 hp / 252 atk / 208 spd.
i like the premise of the team, though! i think luke + garchomp is a very solid core in ou.
in conclusion, try:
lo latias / sd lucario / scarf garchomp / lure jirachi or yachelando / sdef tyranitar / lo starmie.
