News bar for the forums

Just a basical bar for news and updates. Basically this:
News is displayed

That goes up after a minute with another bit of news following

That news is displayed. Repeat.

This way, people who don't regularly check all forums can still get a quick lowdown on what's going on around the forums.

As long as it's not the same colour as the control bar as it is in that picture, I'm fine with it.

Having it as the same colour as part of the frame makes it look like you have a framing problem, which makes it look ugly.

Hmm, I'll look around for ways to add in a news update...

As for my opinion, UP. I always seem to miss when things happen and it's awful when you miss something concerning the rules and get in trouble 0_o.
