I find Lucario to be much better. I like abusing his naturally high special attack.

Lucario. They're both ugly, in my opinion. But Lucario is just a bit less ugly.

I assume your Toxicroak accumulated Speed EVs as you fought things, and the Staraptor and Lucario belonging to NPCs don't have 'em. It may also have a Speed-boosting nature, a level advantage, or both.

And Staraptor's base Speed is 100, just to throw that out there.

Lucario is a much better battler than Toxicroak, and I prefer his design.

well it cant have a lvl advantage in a Wifi random battle on PBR. so it must be accidental speed EV training. you get alot of those on mt. silver

Also if your trying to say that i got these results from NPCs your completely wrong. I only train against wild pokemon in set areas. i only fight NPCs to get money
