I from personal experience know that Jaroda is weaker.. Sceptile can survive in a battle against something 20 levels higher, but Jaroda gets OHKO'ed...
Being a porud Sceptile owner I'm going for Sceptile. To be honest, I've never liked Grass types. Then I got a Sceptile, and I'm starting to warm up to grass types...
Sceptile. I love it's design, but it's movepool is bad.
^Its movepool is much larger than all the other grass starters.
^ When you're using TMs or breeding. Otherwise, it does suck. At least in 3rd Gen, which is what matters, as RSE were the games where Sceptile was an actual Starter Pokémon. As in, one you get from the start of the game. And this is precisely another reason why I dislike Sceptile. His in-game performance in the games where he's a Starter is awful.
Sceptile's only decent Level Up Move in 3rd Gen is Leaf Blade. His previous Moves are terribly weak, which leaves you two choices: use up TMs on him so he can do anything else (This isn't 5th Gen. Not to mention, the better TMs he can use come really late, leaving you with average Moves like Secret Power and Strength), or enjoy the painful ride. Even Meganium performed better than Sceptile in a game where Grass Pokémon are severely crippled, thanks to Body Slam. Also Venusaur, especially in 1st Gen due to the messed up Critical Hit %, but he's useful in FRLG as well thanks to his disrupting Moves. Torterra has the advantage of learning Ground Moves by level up. Notably, Earthquake. Then there's Wood Hammer, or even Razor Leaf, which it learns early on. Likewise, Meganium and Venusaur learn Razor Leaf not too late at all. Bulbasaur also has Vine Whip before it. On the other hand, before learning Leaf Blade, Sceptile basically depends on Absorb and Pursuit (Which isn't nowhere near as useful in-game).
Jaroda is more like Sceptile, but unlike him, Tsutarja learns Grass Mixer right before evolving, and has Vine Whip as a basic Grass Move. It also learns Growth to help power him up. Then there's the fact TMs never go away, but even discounting that (Jaroda has a pretty shallow Movepool anyway), merely with level up Moves, Jaroda is bound to perform much better in-game than Sceptile ever did. Or so it seems to me. I'll wait until I play the game, but as it is, at least Jaroda won't make me depend on sub-par Base 40 Power Moves until Level 29.

I see your point. Sceptile struggles till the 4th Gym in RSE. Once it does get Leaf Blade though, spam it like crazy. :)
Jaroda, simply because he's a snake. Sceptile's cool too, but I prefer Jaroda.
Sceptile would definitly win in a battle, but Jaroda wins in looks. and Jaroda is just awesome.

So yeah. Let's go with Jaroda.
SCeptile's design is just too epic for any other grass pokemon to compete with
Sceptile is a physical sweeper demon. Jaroda is kinda good but it's speed-def doesn't really go on together well.

Jaroda is like a defense-based Sceptile instead of playing offensive moves.
But Reversity Jaroda with Leaf Storm > Sceptile
