Manaphy, definitely. I've found Azurill to be particularly ugly. On the other hand, I think Manaphy is one of, if not the, cutest legends.

They're both cute, but, of course, I have to go with Azurill. It's my #1 favorite Pkmn from the 1st 4 generations!

Well, Manaphy's face looks cuter than Azurill's in my opinion. Especially the eyes and smile.
