I personally like Cloyster. He's a freaking Mighty Glacier! And Skill Link + STAB Icicle Spear means 32.5 Base Power for 5 turns. Super effectiveness means 65 base power every turn. alltogether, X4 effective+Stab+critical is 130 Base Power for 5 turns!

Cloyster again, because of that great Defense. Dewgong's stats are pretty average.

Cloyster, for the reason stated above.
However, I voted for Dewgong because I prefer its design and how it looks. It's one of my favorite Water-type.

I have no idea and don't care. Lol. Moves really don't matter to me. I guess Cloyster because it seems like it would have a wider range of moves.

Even thought this question is a bit too general, I'll say Cloyster. It's one of the more creative Pokemon of Generation I. (not saying that Generation I lacks creativity)
I really like Cloyster. It's not as cool as Lapras IMO, but it looks pretty damn cool.
Dewgong too is ok, but I voted for Cloyster. A lot could've been done to Dewgong design-wise, but really it's just a more elegant Seel D:
I've always liked Cloyster more than Dewgong. It has a much more interesting design to me, I've seen it used excellently as a utility Pokémon, and since I haven't used either extensively in battle, that's where I have to drop my judging. Cloyster it is.

I liked Cloyster in the first gen. Then stopped using it in the second gen. ...Later I grew fond of Dewgong.
And then...Came Gen V and Shell Smash and suddenly Cloyster is one of my favurite pokémons again.

Cloyster. I've never liked using Dewgong, because it's too average.
I prefer Cloyster merely on design. I didn't use either of those, and don't really care about moves and stats.

It has an AMAZING 180 Defence.
Shame that it only has 45 Special Defence though.

Hits like a truck (5x) after one Shell Smash.
Dewgong saved me from Clair in both Silver and SoulSilver, and it's stats are fairly well rounded, which is nice to have on a Pokemon every once in a while. You get a choice between special or physical or both. Cloyster is just, well, too much defense and not enough special defense.
What about Lapras :(
Anyways, Cloyster. The design is unique and badass in so many ways and the movepool is way better compared to Dewgong.
Well... I mean, Cloyster has Shell Break, and that awesome ability that makes multi-hit moves stronger, plus Spikes and stuff. Then again... I can't look at it with a straight face. Don't make me explain it.
On that basis, Dewgong.
