THE GENERIC LICKY!
I tried Plusle, and epicly failed, so I decided to be lazy. 10 minutes making + turning into animation, not bad for a first :P

Charmander shouldn't have ears, and there are a bunch of frames where you just didn't color certain parts of him in. If anything, it's closer to being a Charizard, but even that is a stretch, since his "horns" do not shake like that. (I'm pretty sure someone already did a Charmander, too, but I can't go check the first post in the middle of writing this.)

Where is Azelf's crest? And his color pattern is wrong. The cream part needs to be on the underside of his "ears" and the sides of his face. And the shading just makes it look confusing. The tails look good, though.

Victini's "V" is supposed to make, well, a "V." This is just a color pattern. That would be fine if the Pokemon was cat-shaped, but Victini is not. Also, you skipped frame 8, in favor of putting frame 9 twice. This is making it skip really bad.
