The raccoon sighed. "I guess I have no choice, then." And with that, he fell backwards, off of the building.
"Hey! Get back here!" Jake dived off after him, with Travis reluctantly following him.

Following them revealed that Sly had a good reason to jump; there was a roof in construction below them, and he presumed he would lose the three among the obstacles.
That wasn't all, though; the police had caught up to them, as a considerable number of police robots pursued them as they fell.
A feminine voice from the leading robot announced, "Give yourself up, Cooper!"
Sly remarked, "Inspector Fox. Right on time."

So Inspector Fox is a woman? Travis thought, as he dodged beams in midair. Last time Sly mentioned her, I thought she was a guy.
Sly's strategy didn't exactly work the way he'd planned, but it did help keep the police at bay; one by one, the police robots crashed into the incoming beams.

The Inspector's robot started to close in on Sly, and she might have caught him, had a damaged robot not accidentally collided with hers, and sent it crashing into the floor.
The thief and the boys had been unscathed, and as they landed, they resumed their chase back into the highway.

The Inspector, an orange-furred vixen with dark blue hair in her mid-twenties, crawled out of the wreckage of her robot, slamming her fist on the ground in frustration. She'd nearly got him, too…!
