Well, everyone but Zant's Merges, minus Milena and Chiara, are revealed by the baddies to be in a hangar or crate, or something... Then Milena frees them, fight, possibly, two of the renegade Merges defect after losing... Blah, blah, blah...

Merges are when a human is injected with a needle containing a pokemons DNA. This causes them to undergo a change where they take on traits of the pokemon and give it its abilities as well. This was created by something called the project though the project has been destroyed. The military now can make merges as well, and maybe the antagonists, you'd need Cyo for details on that. Look at some SUs for examples of merges.
