Appearance before merge: Blue shirt with a Black vest. He has blue and black shoes, and black shorts. Blonde hair.
Appearance after merge: He has black fur over his lower arms and hands, a single spike emerges from the back of his hand. Blue fur grows over his legs, but he keeps the black shorts. Blue fur also grows over the rest of his body, except for his face. He also keeps his black vest, but now a spike emerges from his chest. His skin darkens into really deep black around his eyes to his ears. His hair is now black, and some drops down past his ears.
Personality: He use to be happy and playful, but after he was fused with Lucario DNA, he toke on a very serious and down-to-the-point way.
History: (not required)
Flaw A: After being fused with Lucario DNA, his blood pressure sky-rockets if he battles to much, so he rest allot.

Appearance: Black hair that comes just to his ears. He has a white lab-coat, though he isn't a scientist he wheres one because it keeps him warm in the cold building.
Personality: Logical, doesn't go for something unless the facts prove it.

Other: dubious utility
Pokémon: Dragonair, male, nicknamed Drakonite, Ability Shed Skin, Dragon Tail, Dragon Dance, Dragon Rage, and Surf.

Looks good. That said, I can't actually accept it. Only Knock Out can do that. Just read the rules and you should be good to go, unless I missed something.
By the way, players, Knock Out missed two things in the initial rule post.
1. Multiple Pokémon Merged with one character and Legendary Merges, for the moment, are NOT ALLOWED. Sorry guys.
2. The Project classes are as follows:
-Scientists do... well, the science-y stuff. Injection, etc. They know how to deduce a Merge's flaws and other attributes easily, but often don't fight them. If they do use Pokémon, which is rare, they generally go for the more modern ones.
-Hunters go after escapees. They are often skilled battlers, with outstandingly strong Pokémon and devilishly tricky strategies.
-Caretakers, formerly referred to as Grunts, are the guards and caretakers of the Project's facilities, as the title suggests. They usually use Annoyers and Glass Cannons, and are specialized in fighting in small spaces to make things even more difficult for a Merge trying to escape.

I thought it fitting. He's gonna be an awesome villain because he's a complete idiot with huge power, and will figure out new ways to abuse that power than anyone ever thought possible!

Hunter catch them, caretakers take care of them, and scientists create them. Is there anything else that can be done

What do finding new subjects and constructing machinery, electronics and containment fall under?
The latter seems viable, because our scientists are geneticists, not engineers or anything.
