    Ok just clearing up one more thing. gym leaders will be using their teams from fire red/leaf green in Kanto.

    also you can find non-first gen pokemon in Kanto, BUT they will more rare. Not too terribly that you'll only ever see one, but they won't be everywhere or out in the open.
