here are the rules:
1: no sex please.. we can have "close calls" but no sex.
2: anyone plays anyone.

4: no racisum, sexisum, or anything else that might be offending to others

Um... Isn't Hetalia in itself racist? I thought that was the premise of the show? :/

I interpret it less as being racist, and more as celebrating the cultures of other countries wile gently poking fun at them and their histories. Note that no country is portrayed as bad: All of them are likable people. Further, it's not making fun of the races of the country, more the countries themselves and the cultures within. It could also be interpreted as a parody of the stereotypes.
