If you think about it, most of the water type pokemon that should be in water just float on land anyways, they show a scene of Horsea floating slightly in a cage while Team Rocket stole it from the party during the Eeveelution Brothers show.

Kingdra should be fine on land is what I am trying to say, if nothing else, kingdra can flip it's tail to move.

Characters must be capable of land travel and holding items.

Land Travel is okay (because the only ones that couldn't do it are Goldeen and Seaking, according to my memory), but isn't holding items a bit more restrictive and slightly pointless? I mean, unless everybody's traveling alone (which would make things harder), someone else could hold a required item for them.

I meant you would need to be able to grip. I.e. no Gyrados.
