This is an Anime that was dubbed hilariously by the late but great ADV Films. Since this Anime did poorly in Japan, ADV was told to do whatever the hell they wanted with it. And boy howdy, they sure did, giving it the gag dub treatment not as great as SGT Frog or Shin Chan but still pretty funny.
