I doubt that Tarrlok's mother can bloodbend, especially without a full moon. It's pretty much been confirmed in the show that Tarrlok got his powers from Yakone.

Or Tarrlok isn't who he was saying he was. Maybe he made up an age to further distance himself from his father? Perhaps less likely (Yakone was sentenced to life in prison, right? So unless he got out on parole [if it existed and was available to him], wasn't imprisoned in the first place [for whatever reason], or escaped...), but eh.

I don't think that Yakone would get life since he was no longer a threat. Maybe a few years, but not life.

That does make me wonder how much the Avatar figures into laws. I mean, Yakone did do the crime (and again at the trial, no less!), but were there (at that time or later introduced) "the sentence for [crime X involving bending] shall be Y... unless you get debended" clauses? Hmm....

Are you sure he's not Yakone himself, or Aang's reanimated corpse?

Yakone died. Amon's real name is Noatak. Tarrlock's big brother.

So... what is supposed to happen in the second season?

I think the show's over. It was short, but intense. Did Tarrlock and Amon die? There's like no lead into the next season.
