Kind of odd to say, but I don't think Qwilfish should be in underused. I would say borderline, due to its wide variety of uses and such, especially with Drizzle Politoed setting up rain.

I used to have an old URPG tier list that me and Mikey made up for the Battle Factory.. I will have a look and see if I can find it.

This. Either Zeb goes down one or Rai and R-Heat go up one.

I agree that Raichu can have a spot in Tier 2. However, I'm reluctant on saying the same about Rotom-Heat. Heat's typing is really what hurts it. It's weak to the common Rock and Water-type moves, which also means it loses a nice chunk of HP from Stealth Rock. Losing 25% of your health is fine if you're a powerhouse like Salamence or have many support options like Togekiss, but Rotom-Heat is more of a bulky Pokemon that should be able to take hits and supply some pain. It's typing does not allow it to do this as astoundingly like Wash can. Its other counterparts share a similar syndrome.

Haxorus is Tier 3? Really? That thing can hit very hard and with one Dragon Dance it can sweep 90% of teams easily. Sure it isnt that useful in terms of non attacking moves, but neither is Garchomp and that gets Tier 1, and it doesnt even get Dragon Dance.

Sure, move it up one my boy Ataro.
