I think WTP is more pointing out that they nearly all have potential in the URPG. His use of Claydol is a pretty good example, I don't think I've ever seen anyone else use it well.
Claydol is a pretty good mon IMO, I use it in smogon ubers with some success
There's also the tier system Jr and I came up with for the Stik tournament.
Not perfect but pretty good imo

Which is thy the tier system exists. Empoleon can be used with the right support (agility petaya/hazards/whatever), but it's really not in the same discussion as OU sweepers or even most BL. It's slow, has common weaknesses, and honestly isn't very hard to wall.
Almost anything can be used in URPG if you're willing to try hard enough. I've swept people with Pinsir and Kingler before, but that doesn't make them OU or even BL. That's the point of tiers; to differentiate what's really good and what isn't.
Shoddy example - Porygon2 is an awesome check to Gyarados and Salamence because of Trace. Outside of that, it's outclassed, which is why it's NU now.
Tbh, I don't really like the fact that just about anything that incorporates Pokemon battles has at some stage brought up the tiers shit. There is no need for it in the URPG, imo.
I'd almost say the Evo Stone is worth banning from some forms of competitive play. Seems like it would have the potential to really make some Pokemon overpowered; ones like Scyther, Electabuzz, and Porygon2 as you mentioned come to mind, those that could already hold their own.
Oh, Electabuzz and Scyther? Not as good as Chansey, Dusclops and (very surprisingly) Mischievous Heart Murkrow. There's really no need to ban it though.
I might have to try Evo Stone Scyther sometime.
