Yes. Loosing a battle still counts towards evolution. :)

So how do you get badges exactly? And are all 36 available? or are the Fan made badges?

Defeat the gym leaders. All 36 all available plus one temporary league that you can find here:

All badges are available, including the Orange Islands.
You get badges by challenging the Gym Leaders. Gym Leaders can be found here;

Can members of the URPG challenge another member in VM/PM, etc, then Forum Battle them? Would we have to post in the battle request thread, or just make our battle thread right away?

Nope. Battling through VM/PM aren't allowed. Forum Battles/Instant Messengers are used for battling. And in order to find a battle, you need to request a battle in that thread. Once you find an opponent, then the thread can be made.

Does Shedinja just appear automatically after evolving to Ninjask, or is there some requeriment to be met?Nevermind, I found the thread that says so. Silly me.
Yes you do get both automatically.

Though now I wonder, if I taught it all the TMs it could learn before evolving, would both pokemon know them all later?

You just get it automatically, I believe.

When we recieve our starter, we can only give it the moves based on the ones they can learn leveling up correct? So that means we can't give them egg moves, right? (kind of answering my own question, but I just wanna make sure)

Only level-up moves are automatically there. Egg moves, TMs, Breeding Moves, etc. are added moves that you pay for.
