A quick question: If I give, say, a Dragon Scale to a Seadra, and then use the Cable Link to evolve it, would I still keep the Dragon Scale?

The Dragon Scale is consumed, but the Cable Link stays with you permanently.

Ref Quiz- Fill this out and turn it in to either We Taste Pies..., Monbrey, Ash K., or Webmaster. Once you've passed, one of them can test you and when you pass that, you're a ref.
Grader Test- Pretty straightforward. Just grade the stories and complete the grammar test and turn it in to Scourge of Nemo or Phantom Kat.
Ranger Quiz- Fill this out and turn it in to Bumblebee, ChainReaction, or Wintervines, and after you've passed they can also test you.

Feel free to ask any other questions if you have them.
