In URPG it is considered a legend, that is why it isn't on the list.

Phione at the Trainer's Court

It's not only about it being considered a "Legend" but also because you basically have to breed a Manaphy for one, and since the URPG wants to keep itself as close to the games as possible (for the most part; there are and will be exceptions), how would one obtain a Manaphy to do so? Ehh, you can read the arguments in the thread.

I most have no strong opinion about it, but if I had to pick a side, I'd say make it available.

I was mostly kidding. >> But I mean, there are a lot of Pokemon in the game that are rare outside of breeding that you can write for or buy even. So....

As far as the argument that you can only get it from breeding Phione, you can also only get EVERY starter from their respective professors, but we can get those from stories and the mart.

Not hard to write a story where (hypothetically) the trainer encounters a Manaphy giving birth to a Phione, and promptly catches it, or dozens of other ideas.
