Correct, the implementation of new Pokemon, moves, items, etc always happens after the American release (usually a couple days after, as that's how long it takes to edit in all the necessary information into the various different threads). Seeing as 95% of the work needing to be done is in the Battle section, if you want a more solid idea of the timespan you'll have to be waiting, go poke our new Head Ref Monbrey.

But seriously, a couple of days seems pretty accurate. There aren't any major mechanics to change/work into URPG, it's just a matter of updating movepools and adding things to the Pokemart.

If I evolved a Ninjask, would I get a Shedinja as well?

Actually was just a general question since I wasn't sure how it works. I wasn't in a rush or anything to get moves, although some are pretty promising. That's a pretty quick turn around seeing as the ultradex must get a massive update.
